The sixth Epstein charitable vehicle, and the one that was hardest to see. Its existence is declared on the C.O.U.Q. Foundation's own filed Form 990-PF for 2000, in a Part XVII schedule naming three affiliated private foundations whose relationship column reads 'JEFFREY E. EPSTEIN IS PRESIDENT AND A CONTRIBUTOR TO ALL THREE FOUNDATIONS' and 'GHISLAINE MAXWELL IS A TRUSTEE OF BOTH FOUNDATIONS'. What it is comes from JPMorgan Chase, not from the tax filings: the bank's Global Security and Investigations unit ran a full due diligence report on it in December 2009, and that file gives its address as c/o George V. Delson Associates, 110 East 59th Street, New York, the same accountant and the same address the C.O.U.Q. Foundation used on its own returns. The same file records the account's decision maker as Jeffrey E. Epstein and pairs the corporate search with media research on Ghislaine Noelle Maxwell. In 2013 the bank closed it out under the note 'Client is associated with the Epstein relationship and is in the process of being exited'.
It was never a vehicle of size. A Dun and Bradstreet extract inside the same 2009 bank report puts its assets at $24,509 and its income at $190. No Form 990-PF for it is in the corpus, so its giving is unknown, and no officer list has been found. Three records in the files also disagree about where and when it began: the New York Department of State says incorporated 17 November 1998 in Nassau County, a 2013 know-your-customer form in the same bank file gives the state of organization as Florida and the date as 26 October 2013, and a JPMorgan relationship schedule dates the account to 14 February 1996, before the New York registration. Only the first is a registry record.

| Federal identifier | FEIN 65-6194566, from a Dun and Bradstreet record dated 2 April 2007 sourced to the Department of the Treasury tax-exempt file, listing the entity as MAX FOUNDATION TR at 110 East 59th Street, New York. |
| What it was worth | Assets $24,509 and income $190, last modified 9 January 2009. |
| Why the bank looked | On 30 November 2009 JPMorgan's Global Security and Investigations unit was asked to run a background investigation. Full research was conducted on the Max Foundation in New York only; media research was conducted on Ghislaine Noelle Maxwell. The publications section returned a New York Post report of 12 October 2009 that she had been subpoenaed in suits brought by 24 underage girls. The searches otherwise found nothing derogatory and no OFAC match. |
| How it ended | Ticket 105258608, opened 13 July 2013 on account 0309713017, final risk rating high: 'Client is associated with the Epstein relationship and is in the process of being exited.' Approved out 9 and 15 December 2013. |
| Whose company it keeps | Bank subpoena schedules group it with Ghislaine Maxwell's own entities rather than with Jeffrey Epstein's: 'GHISLAINE MAXWELL / TERRAMAR PROJECT INC. / ELLMAX LLC / MAX FOUNDATION / MAX HOTEL SERVICES CORP'. It is not on the USVI Exhibit A list of 34 Epstein entities. |
Being named in these records is not by itself an allegation about anyone listed.
