What Is Withheld, and Under Which Exemption

A redaction is not a redaction. Most of the black and green boxes in this corpus carry (b)(6) or (b)(7)(C) — personal privacy, meaning a name was removed. A few carry (b)(7)(A), which withholds the content on the ground that releasing it could reasonably be expected to interfere with an enforcement proceeding.

None of this is findable by searching. The exemption labels are printed onto the scanned image, not into any text layer. Searching all 33,565 pages of our OCR text for “(b)(7)(A)” returns zero results. Every figure below came from reading pages by eye.

The rate is not uniform

Jeffrey Epstein’s Metropolitan Correctional Center custody record is withheld on enforcement grounds at roughly five times the rate of the wider release.

What the enforcement exemption covers

It does not characterise the withheld content, which nobody outside DOJ has seen, and it is not evidence of wrongdoing — (b)(7)(A) has legitimate uses.
