The aviation infrastructure served as the primary trafficking mechanism: a fleet of 8 aircraft (Boeing 727, Gulfstreams, helicopters) connected NYC (Teterboro), Palm Beach, St. Thomas/Little St. James, Zorro Ranch (Santa Fe), Paris (Le Bourget), London (Stansted), and Istanbul — CBP records reveal Istanbul as the #1 international destination (69 trips, 2010–2013, nearly weekly at peak). No customs required for USVI flights from the US mainland. Unredacted flight logs document 5,001 records across 289 named passengers (Nov 1995 – Dec 2015).
