Former Attorney General of the U.S. Virgin Islands. Deposed on 13 July 2023 in Government of the United States Virgin Islands v. JPMorgan Chase Bank, N.A., Case No. 22-cv-10904-JSR (S.D.N.Y.), on video and filed under seal. He testified that his office received requests from Jeffrey Epstein for accommodations under the territory's sex-offender registration regime, that the law initially could not accommodate them, and that the position later changed: discretion was given to the Attorney General allowing a relaxation of the notice requirements for Jeffrey Epstein's travel. Asked whether the accommodations sought were ultimately granted, he answered that some relaxation was granted through that discretion.
