Steven Hoffenberg was Epstein's former business partner at Towers Financial Corporation, which operated a $473 million Ponzi scheme for which Hoffenberg served 18 years in prison. He made unsubstantiated claims to attorney Bradley Edwards that Epstein was involved in the 1985 murder of Arthur Shapiro, which the FBI investigated and found no evidence to support. Hoffenberg refused to cooperate with FBI agents but gave media interviews, and was noted by the FBI to have 'a history of mental illness.'
