Jean-Pierre Oriol served as Director of Coastal Zone Management (CZM) within the USVI Department of Planning and Natural Resources (DPNR), overseeing permitting for Epstein's construction projects on Little St. James Island. Documents show he had extensive direct interactions with Epstein including in-person meetings, signed settlement agreements with Epstein's entities, and was instructed by Governor Bryan to 'recuse himself and concede on all previous permit requests' and 'hold everything' regarding fines against Epstein. Despite this documented intervention, Oriol testified in civil proceedings that Epstein received no special treatment.
