CATEGORY DECISION (#931, resolved 2026-09-24): kept as Staff. data/flight_logs.json logs 38 legs under the two name spellings; every one of the 37 logged as 'Gary Roxburgh' carries the '(Pilot)' crew annotation (the flight-log convention scripts/lib/shared.py uses to separate operating crew from passengers), and the single passenger (non-crew) leg is the misspelled 'Gary Roxbury' variant. That is the same profile as Bill Hammond, categorized Staff as a 'backup and contract pilot' for Jeffrey Epstein. The correspondence below documents him separately brokering two aircraft sales; a broker who also ferries or flies the aircraft he deals in is not a contradiction, and the repeated, verified pilot role in Jeffrey Epstein's own flight logs is the more direct evidence of his function in the operation, so it outweighs three brokerage emails for categorization purposes. #915's earlier tally ('at least half crew legs') undercounted; the corrected count is 37 of 38.
MANIFEST SPELLING recorded 2026-08-04 (#640): flight manifests carry this person as 'Gary Roxbury' (the surname shortened), on 1 leg. Before this alias the computed flight record could not see those legs, and the #640 island sweep listed the variant as a person with no record at all (data/flight_index.json).
EFTA01292858 and EFTA01348442: two cheques drawn on a St. Thomas, USVI account dated 17 May 2016, made out to "Robert Gary Roxburgh" for $3,000.00. The full given name on the instrument is Robert.
EFTA01862411 (25 June 2011): "I've made contact with Gary Roxburgh regarding the two GV's he's brokering, 514 and 532". EFTA01739708 is Richard Kahn forwarding "Fwd: Gary Roxburgh BBJ" to Jeffrey Epstein asking "shall i call mark myself? with larry? or hold off?", and EFTA01740961 reports of the same negotiation that "he thinks their Buyer wants $22M". These documents describe an aircraft broker dealing with Jeffrey Epstein's office over a Gulfstream and a Boeing Business Jet -- a business relationship alongside, not instead of, the pilot role the flight logs establish.
