The 2007 Non-Prosecution Agreement was negotiated by Kirkland & Ellis partners Ken Starr and Jay Lefkowitz — the same firm where prosecutor Alexander Acosta had previously worked. Lefkowitz met Acosta “off campus” at the West Palm Beach Marriott to negotiate terms. The deal gave blanket immunity to unnamed co-conspirators and was kept secret from victims in violation of the Crime Victims’ Rights Act.
After Epstein’s 2019 arrest by SDNY, two banks settled for $365M combined (JPMorgan $290M, Deutsche Bank $75M) over facilitating trafficking through banking services. The USVI AG who expanded the JPMorgan suit was fired by her own governor. Bruce Reinhart left the USAO to immediately represent Epstein employees — a textbook revolving-door conflict.
