[0:01][Music] hello everyone and welcome to the
[0:14]debrief on ABC News live I'm Kimberly Brooks thanks so much for joining us we're talking about that rally yes president Trump's rally in North Carolina last night and a group of
[0:25]Catholic leaders are protesting those detention centers at the border and we're keeping you updated on the protest in Puerto Rico but first here are your
[0:32]headlines in Kyoto Japan police say a man screaming quote dude I set an animation studio on fire nearly 30
[0:44]people are either confirmed or pursuing dead the suspect is in custody Republican Senator Rand Paul has blocked a bipartisan bill that would ensure a victim's compensation fund for September
[0:56]11th first responders never runs out of money Senator Paul says he's concerned about the dead any new spending that we are approaching any new program that's going to have the longevity of 7080
[1:07]years should be offset by cutting spending that's less valuable we need to at the very least have this debate I will be offering up an amendment if spill should come to the floor but until
[1:17]then I will object a floor vote expected on that bill next month prosecutors in Massachusetts have dropped the rope in case against actor Kevin Spacey who is accused of getting
[1:27]an 18 year-old man drunk at a bar I mean you didn't go to the police the next day no the next week no the next month no you didn't even go within the next year digit
[1:38]I don't believe so the case unraveled after the accuser refused to testify about a missing phone the defense said the phone contains information that
[1:47]could prove Spacey is innocent specie is still facing other allegations of misconduct but no other criminal charges have been filed trouble at Netflix for the first time in
[1:58]eight years it's lost customers in the u.s. streaming service says American subscribers dropped by about 130,000 from April to June shares of Netflix
[2:08]dropped twelve percent overnight a woman in Tennessee found out bears don't just climb trees she's eating oatmeal on her balcony when that fare decided if water
[2:18]intake ran decide shut the door josh says that bear made it onto the deck
[2:24]really made it inside yeah we began in North Carolina at that raucous rally
[2:33]President Trump where he continued his racist attacks on four Democratic Congress women of color so our Terry Moran was right there at the rally and
[2:43]has more Terry hey Kimberly well it was quite a night this was the president's first big rally since he began those attacks on the four Democratic congresswoman that ignited that racial
[2:54]and xenophobic firestorm it's almost as if he was Road testing some of these new themes and the crowd really ate it up at times it was just striking being in that
[3:04]room the president going after each of the four congresswoman all women of color by name taking him down with his attack sometimes misrepresenting what they had said and listen to what happens
[3:15]when he gets to representative congresswoman Ilhan Ouma representing the people of Minnesota's fifth District listen to what the crowd does here
[3:24]representative Ilan Omar [Applause]
[3:35]such a striking moment there and the president letting it play let that xenophobic cry come louder to him and enjoying every minute of it it goes without saying
[3:45]Omar a duly elected representative in the House of Representatives is a US citizen he went on not just attacking them on policy but denigrating them
[3:55]listen to how he could not bring himself to say representative Alexandra Ocasio cortezes full name I don't have time to go with three different name we'll call
[4:07]her Cortez too much Sun takes too much time now the president has a lot to talk about he can talk about a good economy that he's presiding over and he does he could talk about the trade negotiations
[4:17]he's doing he talks about that but this is what really gets him and his crowd going these attacks it's almost as if he's testing this theme you know politics they say used to say is a game
[4:28]of addition not subtraction you're looking for more votes but the president has clearly made a bet he wants to get out every single person who's thinks as he does and it's more than a strategy
[4:39]president Trump and his movement are trying to redefine who gets to be an American and it's not based on citizenship but on how they define
[4:49]loyalty to America Kimberly all right Terry pretty fascinating there I want to continue this conversation and bring in
[4:59]dr. Nadia Brown I'm an assistant professor of political science and African American Studies at Purdue University and also an author of an upcoming book sisters in the Statehouse
[5:10]black women in legislative making so dr. Nadia very excited that you're with us today you study identity politics in America before we start our conversation
[5:21]I just want to listen to the sound of that Trump rally one more time representative Ilan Omar [Music]
[5:33][Applause] so dr. Brown you hear that
[5:45]how does rhetoric like go back and send her back appeal to these Trump voters well they're obviously native this claims and what's missing from this
[5:56]larger conversation or what some I think on the right failed to see is that this sentiment of go back is really only reserved to people of color and
[6:07]immigrants as the anglo-saxons in the United States are the true true Americans the rightful American so this
[6:15]is really disturbing claims that is made to unify a very specific base that Trump has one that's wrapped around white
[6:24]supremacy and in what impact do you think that these racist attacks will have on these lawmakers especially in the way that they you know move forward
[6:36]and the public opinion of them right well I think the first major thing to be concerned about is the safety of the squad we know that Trump's rhetoric is
[6:47]not just words but elites of people's actions so we can take the massacre in Christchurch we could think about Charlottesville and other places where
[6:56]people have used Trump's words as an empowerment for their own bad behavior towards people of color and immigrants so this is not to be taken lightly so I think the first concern is safety safety
[7:08]for those that Trump is launching these concerns again then the second thing I think is just that important but there needs to be a new level of decorum in
[7:18]American politics or return to level decorum in American politics where regardless of party that people stand up and say some things are just not acceptable to be said in the pulpit of the president and what Trump is doing is
[7:30]wrong it's degrading American citizens it's degrading Congress people people that he works with and it's really eroding at the institution of the presidency and of Congress and that is
[7:41]alarming yeah it's it's um it's an interesting conversation because obviously a democracy is built on the idea that people can criticize and work to improve the government so how is it
[7:53]that President Trump can make any of the remarks that he chooses but these women cannot write just watching the face of all the things that the founding fathers set up I think this is
[8:04]again part of the conversation that is missing so the framers really wanted to ensure that there was freedom of speech but it was freedom of speech to criticize the government right and that
[8:14]for Trump to use his pulpit as the president to be able to make claims against fellow citizen particularly other lawmakers is eroding the democratic institutions it's not just to
[8:26]say norms of decency have been breached but that the institutions are in peril and that is something that all Americans regardless of party should care about that is not what the framers had in mind
[8:36]so so one thing that one of our producers was saying earlier is and it's a very good point this president he represents all of us so how do you go about your campaign
[8:47]when you're clearly attacking minorities how do you go to a minority community like say Detroit or Chicago that's the example she used and say that you
[8:57]represent everyone right well I think Trump is really caught in this election mindset so he's really thinking about his base those that voted for him not the entire country so that's the first
[9:08]fallacy so whether you win with 50% of the vote or more or less right your job is to represent the entire country while you might make specific policy
[9:18]recommendations for some there has to be a sense of uniting the entire country and this rhetoric is not doing that so even pointing to a strong economy or
[9:27]trying to point to efforts he's doing overseas to improve America's international standing really fly in the face of this really vitriolic rhetoric that he's saying that's what dividing
[9:37]the country so he's not representing all and I think this is a new strategy that well it's a Trump strategy where's that new but it's a strategy that flies in the face of what Republican tenets
[9:48]thought in their postmortem after the 2004 election and which urge Republicans try to build this big tent and to reach out to minority voters and particularly
[9:59]into women and Trump is saying I don't have to do that I have enough people who'll vote for me using this kind of rhetoric having policies that are really
[10:09]race-based that are not doing a service to the majority of minorities and immigrants in the United States all right dr. Nadia Brown we appreciate you being with us today thank you so much
[10:20]thank you for having me and we move on to Capitol Hill where a group of Catholic leaders are protesting migrant detention centers saying they are horrified at the treatment of children
[10:30]at the border so our sarena Marshall is there on Capitol Hill with more Serena what are you hearing from the demonstrators Kimberly right now we're
[10:40]in the Russell rotunda this is a office building on Capitol Hill you can see the protesters are starting to funnel in they started this protest outside they said they felt compelled to speak out
[10:50]because the way we are treating as a country the most vulnerable of God's children was inhumane and that they felt that they needed to speak to members of Congress because most members of Congress in fact the biggest
[11:02]denomination of religious religion up here on Capitol Hill are Roman Catholics 30 percent of 30 percent of the members of Congress identify those Roman Catholics and they said they're tired of
[11:12]their religion the Word of God being used to uphold the detention of these migrant children and so sarena they do think this is a religious issue oh they absolutely think this is a
[11:25]religious issue and in fact Kimberly I'm gonna speak right now to Father Mason he's one of those protesters a priest and the Catholic Church and why do you think this is a religious issue for you
[11:36]to be up here and make your voices heard well I'm here for two reasons first of all because I'm an American I certainly because I'm a Christian we advise and beliefs in our society in our country was founded on welcoming strangers
[11:47]didn't care of people being a voice for the powerless and that is that happening right now in our government and with the church people of faith have to stand up and to be the voice for these people we have to put our shoes on the pavement
[11:58]and work we can't just pray alone it's not enough writing letters it's not enough we have to physically be out on the streets making our president voices known by the Congress and the administration and
[12:09]father Mason many members of the administration and actually quoted scripture and their defense of holding these children in detention holding families in detention why do you disagree with their quotation of the
[12:20]scripture I believe they have misquoted scripture quite frankly and I think of our traditions very clear is on the side of charity and mercy are welcome in a stranger just into this life doing that
[12:32]and so must we versus the rule of law which is the scripture they often quote these are people coming from destitute poverty and violence alright and our
[12:42]laws even allow for us to walk people like that and give them shelter and that's who we're here to ask the government to demand government do thank you Father now Kimberly you heard the religious reasons right there from a
[12:53]priest himself in just a little while they're going to be in this area doing civil unrest civil disobedience they plan to get arrested and they say if that's one way to make members of
[13:04]Congress listen to make that 30 percent of Congress who identifies Roman Catholic pay attention and they're willing to do it Kimberly right we appreciated Serena right there on the hill thank you for
[13:14]the updates and we're gonna stay on this story I'm acting DHS chief Kevin McHale enon he was testifying on Capitol Hill today so take a listen the incendiary and overwrought attacks on the men and
[13:26]women securing our border and enforcing the immigration laws and the interior are unwarranted and damaging the demonization of law enforcement professionals u.s. Border Patrol agents
[13:36]CBP and ice officers from all racial and ethnic backgrounds from all faiths and callings who've chosen a career about protecting others must stop all right so
[13:46]this comes as a new report from Amnesty International calls for the shutdown of these facilities saying they are cruel and unlawful so here with more again is Denis Bell with Amnesty International
[13:58]Denis why do you guys say that these need to be closed and what happens to the kids if that actually happens well first of all thank you for having me back I'm glad to be here talking about
[14:09]this and hear about the activism that's happening on the hill right now children should never be detained that is the principal human right there it is never in their best interest and that is why we are calling for the closure of
[14:20]temporary facilities like homestead they're human rights and rights under US law are being violated children should be released immediately to their sponsors who are often family members there are people waiting to receive them
[14:32]yet they are locked up in prolonged detention yeah so you actually visited one of the facilities in Homestead yes what was your experience when you win this is an industrial line for
[14:43]processing children instead of providing child centered care this is no home for children yeah and and when you were in there did you see it what was alarming to you when you
[14:53]went in it's highly recommended strictly regulated children wear barcodes that are scanned when they enter in exit buildings they have to submit service
[15:03]request forms for basic necessities also what we're alarmed by is that thousands of children have been detained here more than 14,000 since March 2018 and this
[15:14]was supposed to be a temporary facility surely the government could have planned better so what is the message you think the government is sending by putting all of these migrants in these centers oh
[15:26]it's very clear that the government is seeking to punish people seeking safety here and again and again it's gone after the most vulnerable populations children
[15:35]and families yeah and just before we go you know you're sitting here with us today you guys just wrote another paper what is the message that you want to continue to make sure the American
[15:45]people know that we can do better and we have done better children should never be detained they should be with their families the government is not a family member all right Denise Pell we appreciate seeing you again
[15:57]thank you yeah and guys we move on to Puerto Rico where protests are escalating on police even using tear gas last night the protests are asking the
[16:08]governor to resign after those leaked conversations showing him among other things using homophobic and sexist language with others in his administration so Victor Oquendo is
[16:18]right there in San Juan with more Victor can you give us a sense of what the energy was like last night and the amount of people that actually showed up
[16:30]well Kimberly we were expecting about 20,000 people but the numbers definitely exceeded that it felt like the entire island was in San Juan last night we do want to start though by mentioning
[16:40]president Trump we just heard from him he just tweeted minutes ago saying that a lot of bad things are happening in Puerto Rico the governor is under siege and he called the mayor of San Juan
[16:50]despicable he also added that the relief money for hurricane Maria has been squandered and he added that he knows the people of Puerto Rico well and they are great but much of their leadership
[17:00]is corrupt and robbing the US government blind thousands of Puerto Ricans flooding the streets demanding that embattled Governor Ricardo rocío stepped down protestors clashing with police
[17:11]crowds sent running as canisters of tear gas were launched at them and this comes after five days of unrest at times also turning violent with protesters hurling projectiles and police firing back in
[17:22]response this anger stems from a leak route chat between the governor and several of his top aides nearly 900 pages least with sexist and homophobic language one aide in the aftermath of
[17:33]Hurricane Maria appearing to mock dead bodies piled up at the morgue the unrest has even caused World Caribbean to divert to cruise ships from the island fearful that these demonstrations could
[17:44]escalate Kimberly yeah and Victor there were a number of celebrities who also showed their support yes and that really made a difference you
[17:54]had Ricky Martin he was front and center out here he was also the subject of some of those group chats for the younger generation bad bunny a huge Latin trap star he was out here as well late into
[18:04]the night and we also saw Benicio del Toro I see landed at the airport here in San Juan he made his way into the crowds we should also mention that back on the US mainland in New York Broadway star lin-manuel Miranda he was out there
[18:16]among the people as well protesting all right and before we go can you get a sense of what might happen next that is the big question and
[18:26]several top officials have resigned but governor ricardo rocío refuses to step down part of the issue right now too is that there's really not anyone that could take his place the Legislature
[18:36]would need to step in and they don't meet again they're not in session until August so really no end in sight right now Kimberly all right Victor okay no thank you so much right there in San
[18:46]Juan we appreciate it guys and we turn to the latest in the Jeffrey Epstein case the billionaire and registered sex offender was arrested on charges of sex trafficking of minors for more than a
[18:58]decade ago and today Epstein learns if he will be able to leave jail when he fights while he fights the case so I want to bring in Aaron cutter ski with more Aaron Kimberly this is the
[19:08]courthouse where Jeffrey Epstein will soon appear to learn whether the judge is going to let him out on bail as the defense requested but it may be a tall order Judge Richard Berman said earlier
[19:19]this week he had studied 12 cases of sex crimes involving minors in all of them the presumption was the defendant would be remanded to custody pretrial but the defense said that Jeffrey Epstein
[19:31]deserves to be let out on bail because he has self-disciplined he is no longer a threat to anyone and the defense also said that the idea he is an extreme flight risk as prosecutors had said was
[19:43]just overblown but prosecutors said in a locked safe in his mansion uptown they found a sketchy passport dozens of diamonds and piles of cash
[19:53]that combined with his wealth of at least five hundred thirty nine million dollars makes him a risk prosecutor said and they urged the judge to hold him without bail so did two women who came
[20:05]here to court earlier this week to say that Jeffrey Epstein would be scary to have on the street they said that the judge should keep him locked up Courtney wild was 14 when she said she was
[20:16]trafficked in Palm Beach Florida and any farmer said she was 16 when she was trafficked in New Mexico on Jeffrey Epstein's behalf the defense said all of
[20:26]this is just not true and that Epstein is going to fight the charges and would pay any bond the judge deems worthy just so he can be free on home confinement
[20:38]and when you live in a 77 million dollar mansion prosecutors said that amounts to a gilded cage Kimberly all right Erin thank you for the updates
[20:48]and guys we turn to the weather severe weather more than 200 dangerous storms last night including one right here in New York City and a few tornadoes but things are also supposed to heat up like
[20:59]get really hot so I want to go to Alex Perez in Chicago with more details on this heat index Alex what's up with these temperatures yeah really hot just
[21:10]kind of sort of begins to describe it Kimberly you mentioned storms well we're dealing with a couple of severe thunderstorms right now you might be able to tell it's cloudy and raining here right now which is cooling things
[21:21]off for the moment but that's not really going to help in the next few hours and in the next few days because the temperature is going to skyrocket we're talking about heat index temperatures
[21:32]that will feel like well over a hundred degrees possibly 115 degrees the feel like temperature in Chicago this weekend it's not just Chicago it's a huge part of the Midwest huge part of the
[21:44]Northeast almost 50% of the country we're talking about so millions of people will be coping with these very very hot and dangerous temperatures of course officials are saying you have to
[21:56]be extra careful you have to take it very very seriously if you spend too much time outside the risk of heat exhaustion and heat stroke is a real thing we were in an emerge
[22:07]see room we talked to a doctor there saying there said they told me they're bracing to see an influx and a number of heat related emergencies because people just don't take it seriously so it's not
[22:17]a small area it's a big area and it's going to last a couple of days those two things combined have officials and everyone on alert and warning everyone to be ready Kimberly and Alex how rare
[22:29]is this type of heat in Chicago I mean it is summertime yeah it is summertime and here in the Midwest like the Northeast and other parts of the country we're used to dealing with hot
[22:41]temperatures Chicago had a big heat wave in 1995 that one was a very very scary frightening one some 700 people died back then but a lot of things have changed since then the city's reaction
[22:52]to hot temperatures has changed and the preparedness of a lot of the people here and how the city reacts to the temperatures has all changed over the last several years so we're not
[23:03]expecting anything like that but part of that reaction of that change is that we have to be ready for it and so no one's taking any chances you know in the south sometimes are used 200 degree days all
[23:13]the time but up in the Midwest and parts of the Northeast it's not an everyday thing and so everyone has been put on alert right now it's gonna be hot stay out of the heat get inside one thing I
[23:24]learned that I didn't know with the doctor I was talking to even if you're drinking a lot of water and staying hydrated you can still be at risk for heat exhaustion and a heat stroke the key they say not just drinking water but
[23:35]getting out of it getting into some AC and staying cool Kimberly all right Alex thanks for the information and definitely stay inside all right we
[23:46]appreciate it and guys today the folks in San Diego are kicking off the start of their mega three-day convention Comic Con so have you guys ever attended one
