What Congress cites

One of the 33 congressional letters in this corpus argues from the production itself: Ranking Member Raskin's July 20, 2026 FARA letter, which footnotes 39 citations to EFTA IDs and HOUSE_OVERSIGHT Bates numbers. A stamp makes a poor lookup key. We have not found a public index that turns a HOUSE_OVERSIGHT number into a document, and the DOJ file library offers no search at all: reaching a file there needs the dataset number as well as the EFTA ID, and the footnote gives only the ID. So a reader who wants to check a cited document against the claim it is offered to support has little to work with. This page resolves all 39: 31 to the cited document, and 8 to the document that contains the cited page, which is the closest our per-document pages can get. Each sits beside the sentence it was offered to support. The other 32 letters carry no stamp citations to resolve. Most are subpoena cover letters and records requests, which ask for documents rather than quote them; the rest are written responses from witnesses, which cite nothing because they assert they have nothing to give. They are listed at the bottom.

Method, and what it does not prove

Citations are parsed from the letters' own footnote blocks, and each is matched to the body sentence its marker was appended to. Id. footnotes inherit the preceding footnote's citation, as in ordinary legal citation.

A citation marked in document is an interior page. Committees cite the exact page a quotation appears on, but document pages here are built per document and keyed to its first stamp, so the link lands on the document that contains the cited page and names which page it is.

A citation marked not in corpus means the committee is working from a record that is not in the public release as we hold it. None of the 39 citations resolved here carry that badge today: every stamp Congress footnoted matches a document we hold, exactly or by way of the document containing the cited page. The badge and its count stay on the page regardless, so that a zero reads as a check that ran and passed. An unresolved citation is worth knowing about, which is why any we find are listed rather than hidden. It is not by itself proof that anything was withheld: it can equally mean a production this project has not yet ingested, or a stamp re-numbered between releases. Treat it as a question to ask, not an answer.
