Customs and Border Protection records for Jeffrey Epstein, every border crossing, private aircraft arrival, and passenger manifest from DOJ EFTA disclosures. The TECS II data was generated April 28, 2014, crossings after that date are not included. Zero crossings in 2009 (Epstein was incarcerated June 2008 – July 2009). Inspection note: On 9 February 2011 a CBP officer at Teterboro recorded that Jeffrey Epstein was "traveling with Russian women," noting the officer had considered their ages ("all pax were over 18 years old") and that no action was taken. See the finding.

Key Findings
- Indyke filed FOIA requests for Epstein's own CBP records 2013-2015, proactive intelligence gathering on what the government had
- Epstein flagged for secondary baggage inspection in 2010 and 2015, on CBP watchlists
- CBP person query executed July 23, 2019, the same day as the first MCC incident
- Private aircraft arrivals CF-178 forms document direct flights St. Thomas → Palm Beach
- TECS II records show frequent St. Thomas crossings (A512-CBP-ST) consistent with island visits
- Istanbul was the most frequent international destination, 59 unique trip dates (2010-2013), nearly weekly at peak. All on private jets. Not widely reported.
- CBP officers noted Epstein "traveling with several young women" and "four female pax" in secondary inspection remarks, took no action despite sex offender registration.
- Positive inspection result at St. Thomas (June 26, 2011), 3 passengers on N909JE from Beef Island, BVI. Violation record fully redacted.
- Epstein told CBP he was "looking for a date and believed that the girl was of legal age" and "served 1 yr in jail and was on probation."
